They seem to have became a lot more reasonable for prices lately. £2.49 a month for a starter package sounds not too bad
1&1 have some cheap starter packages IIRC. Used them for years and never had any problems with downtime or their technical support

Generally I get paid at the beginning or during the event, Weddings and suchlike I take a deposit when its booked and then get the remainder of the fee on the night
