With a QR code for connecting to the WiFi (worked for ages on Android, now works on iOS 11 too), and another for the upload URL?

RPi 2 or 3 won't matter for this speed, that's purely the WiFi speed.
This suggest a Raspberry Pi 3, which (I think) needs more power than most TV USB slots supply...whereas a Raspberry Pi 2...
They're £30, and if using only one screen you can easily use cable ties to strap one to the back of it.
This can probably be done for under £150 fairly easily.
