Surely most B&Gs will already have a good idea on what they want their first dance to be? Its not usually something thats picked at random as far as im aware

To answer your first post, you need permission from copyright holder(s) and you have to pay copyright fees to broadcast any music on a web site, unless waived by them.
This means, yes, you do need a licence.
Having spent 3 years on the LWP working with MCPS/PRS/PPL, I think I am fairly well suited to advise you.
The only music you can use legally is your own or out of copyright.

If you do go down this route make sure that you don't have autoplay on. nothing worse thatn loading a site up and have music playing.
