Ultimately, the client. However, a line I fit in to most of my meetings is that generally, in my experience, most couples are happiest when the majority of their guests are happy, even if that means some degree of compromise with regard to music programming.

I think if there's any sort of disagreement with the client about the music on the night itself then something's gone wrong in your process.

Yup and I lay out before most bookings that if you're after a personal jukebox then I'm not the DJ for them.

The client - unless I subsequently decide otherwise on the night

To be honest, I've had gigs where the playlist has been 100% dictated to me, despite warning the client that it ain't necessarily going to work. On each occasion this has happened and people haven't been getting blisters, I've had a tactful word in said client's shell-like and managed to persuade them to go off-list, and proven my expertise to be right every time.

I've got a posh wedding in a couple of weeks' time (I'm following one of those Celidah band things....why can't they spell it how it sounds), and from 9:30 to midnight, I'm on a strict playlist which goes through in 30 minute-ish slots from the 50's to the current day. Only at midnight can I start playing requests to the end of the evening (sorry...morning...it ends at 1:30am).

To give the client credit though, the playlist is actually pretty hot and I'm looking forward to it. Even during our meeting last weekend, he was adamant that the first half of the night was strictly only what's on the list and nothing else......we shall see on the night

The client is king as they are paying for the service and the guests are invited to their party, if you don't like playing what the client wants then the gig should be declined.
If you ask the cake maker for a jam and cream filling and you get currants then you could demand what you ordered or not pay.

I veer towards the majority (guests), unless pushed by the client, in which case I must admit I just suck it up and do what they want.

If I did as I pleased I would fear that I wouldn't get paid at the end of the night.

On numerous occasions I have had the genre decided for me and it hasn't always gone down very well.
