Yes, Facebook advertising is quite poor overall, I've used it for www.247House.fm a record label, trying to promote one of our releases. Chucked the best part of £50 boost a video with a "call to action" for buy now, it got a lot of views but zero sales from the back of it!
Local advertising is key, Facebook groups definitely, flyers for local takeaways, flyers for local cake and flower shops (people may often drop in when organising a wedding, which you could tap into). As mentioned above, word of mouth is key, make sure you do the best of jobs from the start
