i believe that it used to be the case that at 16 you in some cases could have a beer or cider with a meal ?? that from my mum who was in the catering trade for some 20 years , but that has probably long since changed as she has been out of that business for about 6-7 years now.

I think at 16 its only a wine in a restraunt, dont quote me on that though

Apparently there is no law on under 18's drinking in a beer garden. I'm not sure landlords would take to kindly to this though.
