It depends if it is on youtube legally in the first place.

Downloading someone else videos with out permission weather they were put up legaly or illegaly is still breaking copyright.

Youtube will soon be launching a offical downloader tool which by the user will or will not allow downloads, if they allow it will be LEGAL. Until then its a no, no.

If a video is not subject to copyright, I don't see any legal objection. However, if the video is worht playing back at a mobile disco, I suspect it is subject to copyright.

Beat me to it!

Also, even if you are at some stage allowed to download videos legally, you probably won't be allowed to play them in public, as they will be subject to the same copyright laws as any other video media, or indeed music media.
If it's 'home video' then you should gain permission from the owner (who may well not be the poster!), once that's granted, no problemo:D

If its illegal to use it to play to a public audiance, then why do theygive you an embed link in order to play the video on your website or forum/blog etc etc

incase you make a video... using say a music video on your own website will be breaking rules, but making your own video using say your voice is perfectly ok, anything that involdes music you would need to contact the copyright owner for permission.
