I had to complete the whole form for bank details (for direct debit) and the promotional code box was at the bottom before you click to submit, it may be the same after the card payment section as you may have to complete first.

I did get a voucher for £20 when I set up my website from webeden and I didn't realise you can't use it until you put some money on yourself.

So I paid £10 just so I could use the £20 - Poor deal! :(
