Powered tops and powered subs for the ultimate in mix-n-match and resilience capabilities.
Small rooms - two tops running full range
Medium rooms - two tops, one sub, cut-off say 120Hz
Big rooms - two tops, two subs, cut-off say 80Hz/100Hz

I get the impression there's a "Boom! " about to happen here.
You can take the line out from a powered sub back to passive cabs and amp very acceptably. This makes excellent use of the filter in the sub.

Well that's what I'm looking to do ..
but i was thinking to get powered top so if i get a small room i can just use them
but do you no if you can get them with a low filter so i can power the bass bin from them

You can get a "Thru" out to feed a sub, but that's putting the cart before the horse. Unless you want to shake some fillings loose. ;)

Not necessarily with regard to buying, but definitely connection wise.

When you say "Plug In", do you mean a powered signal comes out?
I would probably get all passive or all active.
Active in your case, so each speaker has it's own internal amp.
