What ever it is, it doesnt look to be parking enforcement Charlie. Parking enforcement has been decrimanalised and the police (which is what the truck is) would only get involved parking wise if it was causing an obstruction.

Also, funeral vehicles have special dispensation with regards to parking enforcement. its more than likely a tax, or even criminal, issue which has caused it to be impounded.

Yes Charlie 'TAX'.... you know the stuff you have to pay to keep a vehicle on a public highway or else they come and take your vehicle away and crush it? Oh sorry I forgot you don't have to worry about bills or stuff like that yet do you? :D

I would of thought a funeral company would have their cars taxed though.

Looks like a film though....doubt it would be a news channel reporting the incident?
