Your local Sound & Light Rental House? Check with the venue first if they will let you use it.

Midlands based - stage electrics or a company similar to that - look under theatrical hire.

you've options such as pea souper and buy dry Ice, but this does need special handling. This won't set of smoke detectors, but it does mean you have sub zero material on site as well as what is effectively a giant boiling kettle. You can pad the effect out by using a standard smoke machine pumping smoke under the dry ice, this adds to the volume and spread of the low lying fog. Very effective.

There are smoke machines that will create a low lying fog, some smoke machines now use ice cubes to cool the standard smoke down and keep it low down.

as Tony says check with the venue first

I have used the type with ice to cool the smoke for a 1st dance and it worked a treat, but as it is still smoke it eventually may rise so check with the venue like everyone else suggests.
There is a drain pipe on these to catch the melted water so watch out at the end when you pick it up!?
