Scanning documents to text.

Hello folks, help needed. A neighbour wants to scan a document into an editable format, such as Word.

Are there any reliable and free OCR programs to assist her in this? Or is there an easier way? I get the feeling Adobe Acrobat is exactly what's needed, but not at all cheap.
