american dj mister kool

hi i have bought a american dj mister kool low fog effect which works of smoke machine fluid and ice cubes. the problem i have is the tap on the back to drain the water turns but the metal bit what it screws onto dosent turn . it dosent look like you can turn it to open and close the metal drain pipe at the back with the blue bit on the end any help would be appreciated thanks

I've got one of those (only ever used it a couple of times because it really IS a rubbish effect :( ).

There should be a flat-head screw on the top of the tap (just like a proper tap in your house). Is this tight?
If not, turn the machine upside down outside and it'll drain the residual water from it (although it never drains completely)
