Unfortunatly you get the occasional venue like this, I had one a couple of weeks ago. They wouldnt reset the power so I could plug in equipment (the sound limiter had tripped power off previous night apparently). Spent 45 minutes just trying to power up because they kept messing me around.
In the end I ran a 50 meter extention lead out of the room down a hall and into an empty rooms socket, all because the manager wouldnt press the reset switch.
Still there are some nice ones out there, played in a concervative club the other day and the manager kept giving me free drinks and crisps from the bar, really nice guy checked that i was ok and didnt need anything every hour on the hour.

It's exactly for occations like this why you MUST visit the venue before hand to sort thing out.
If they tell you at the visit you can take an hour, that's fine - you can tell Mr. Grumpy where to get off.
If they say you've gotta be out in 15 mins, you take it back to your client and point out that your terms and conditions state you require an hour to set up, and an hour to break down.
Put the ball in their court.

Had simlar thing not so long back.

All I did was asked the DJ if he would like to use my rig for £** rather than cart his in than out. Plus it gave me more time to clear at the end of his gig.

Point noted however,
