The first North East singer (as a solo artist) I can think of is Alan Price, although if you include Lead singers of bands, probably Eric Burden also of the Animals. Hank Marvin/Bruce Welch do pre-date the Animals, but mainly as instrumentalists - although they did sing o the Shadows, Eurovision Hit - Let me be the one.,
