hey everyone
where would be a good place to get public liability insurance and cheap
and do i need a licence for doing a friends birthday party in a football club house??

There's many places to get PLI.
Music Guard/Dj Guard offer stqndard PLI coverage in with their gear insurance policies (You can get 10% off (http://www.mobilediscodirectory.co.uk/forums/showthread.php?t=3946) just by being a member on this forum). NADJ also offers (optional) PLI as part of their membership.
Search the forum for PLI, I'm sure many more are mentioned throughout the site.

Do you mean PPL (Public Performance Licence)?
The short answer is NO!. You don't need PPL for a private event.
