Sorry but no! Incidentally legal doesn’t come in to it, no-one is going to jail for using the wrong connector.
This lead would seem ideal for use with (say) a dimmer with four IEC outlets. In the event that dimmer’s incoming mains was reversed, either by the plug incorrectly wired or the source being incorrect, the lead could easily leave live exposed connectors.
There are also many older Bulgin 8 way cables still in common use!
The ONLY safe way to adapt separate IEC (or similar) connectors in to a multicore cable and connector is to use a connector with at least as many pins as incoming cables, such as Socapex.
Therefore a system using the Bulgin 8 way that needs to interconnect to a dimmer or switch pack with only single channel output connectors should be converted to socapex or equivalent.

This lead is only dangerous to anyone using the now defunct and already illegal generation 1 bulgin male to male leads. Anyone using the current legal generation 4 male to female lead with this product is perfectly safe.
