Lots of good suggestions so far! Peter's beat me to most of the ones I would have suggested.

There are actually loads of great house tunes you could use, but it depends how commercial you want to keep it. Shaft - Mucho Mambo (Sway) has to be a safe bet, and I guess York - On The Beach does what it says on the tin (I know Chris Rea's already been mentioned). Chicane - Saltwater, maybe?

    A bit less commercial house/dance with a samba/beach/summer vibe:

    Club Fiesta - Club Fiesta
    The Heartists - Belo Horizonti
Mixmaster Feat. Isabel Fructuoso - Latin Session
    Lonyo - Summer Of Love
    Afro Medusa - Pasilda

Slightly relevant, possibly early background music:

Otis Redding - Sittin' On The Dock Of The Bay
Groove Armada - At The River
Brian Eno - On Some Faraway Beach
    All Saints - Pure Shores
OMD - Sailing On The Seven Seas
    Lighthouse Family - Ocean Drive

Personally I'd look at playing some reggae early on and not worry about too many beach themed songs, in my experience the novelty soon wears off and they'll want what you'd normally play at a party.
